Setting up a factory QC lab in Thailand: an equipment checklist

The first equipment list for a new factory QC lab is usually wrong in the same direction: too many instruments, not enough consumables, and at least one machine that will run four times a year. The spectrophotometer bought for a quarterly test sits under dust covers next to a pH meter that gets used forty times a day and was specified as an afterthought.

This is a checklist for the other way round — written for a plant setting up QC in Thailand, whether that is a factory that has just moved production here and is equipping from scratch, or an existing line that has been sending everything out and now wants results the same shift.

The question that decides the whole budget

Before any instrument, settle which tests belong on your own bench and which belong at a contract lab. The deciding factor is frequency, not importance.

A test you run on every batch belongs in-house, because the turnaround is the point — a result that arrives four days after the batch shipped is a record, not a control. A test you run to certify a shipment, satisfy a customer audit or answer a regulator belongs at an accredited contract lab, however important it is, because what you are buying there is the accreditation and the signature, not the measurement.

I would not buy an HPLC for a factory QC lab running fewer than a few hundred samples a year. The instrument is the cheap part. Method development, column stock, reference standards, and an analyst who can defend a chromatogram to an auditor are the real cost, and a contract lab has already paid it. The same logic covers GC, ICP and anything else where the method is harder than the machine.

What GMP 420 actually asks of you

Every premises producing food for sale in Thailand must comply with the GMP criteria in Notification of the Ministry of Public Health No. 420, B.E. 2563 (opens in a new tab), enforced by the Thai FDA. Worth knowing precisely what that means for equipment, because it is routinely oversold.

The notification sets criteria for the premises, the equipment, the production process and the records. It does not hand you an equipment list, and it does not require you to own a laboratory. Testing done at an outside accredited lab satisfies a testing requirement exactly as in-house testing does, provided the records are there and the sampling is real. Factories have bought micro suites they did not need because a consultant implied otherwise.

The limit of what I checked: this is from the FDA's own summary of Notification 420 and its licensing pages, read on 31 July 2026 — not a clause-by-clause reading of the full notification. More importantly, if your product falls under a specific commodity notification — drinking water, dairy, canned food and others each have one — that notification carries its own testing parameters and frequencies, and those are what an inspector will hold you to. Read the commodity notification for your product. The general GMP will not tell you how often to test.

The checklist, by what the lab actually does

Grouped by function rather than by category, because that is how the work arrives.

1. Weighing

The first instrument, and the one whose specification gets inflated most often. A precision balance reading to 0.01 g covers most factory QC — sample prep, dilutions, moisture cans. You need 0.1 mg analytical readability only if you are preparing reference standards or doing gravimetric work; if nobody in the lab can name the method that requires it, you are buying resolution you will never use.

The part that catches people is placement, not the model. A balance on a light bench beside a doorway, under an air-conditioning outlet, will never repeat no matter what it cost. It wants a heavy table, a wall away from the traffic route, and no air moving across the pan. Budget the anti-vibration table with the balance, not after the first argument about drifting readings.

2. Temperature

Probe thermometers for process checks, and data loggers wherever you have to prove a cold chain or a hold time held. This is the group auditors probe hardest, and they rarely question the instrument — they ask for its calibration certificate and the traceability behind it. An uncalibrated thermometer produces records that are worse than no records, because they look like control.

3. pH and Brix

The daily workhorses in food and beverage QC. Buy the spare electrode at the same time as the meter: electrodes are consumables with a service life of roughly a year in daily use, they fail gradually rather than suddenly, and a replacement ordered from abroad after the failure is a fortnight of guessing. Refractometers give you Brix for syrups, sauces and juice — a hand refractometer is fine for a spot check, a digital one earns its price where the reading goes into a batch record and you want it out of the operator's judgement.

4. Moisture and solids

A hot-air oven with aluminium moisture cans and a desiccator is the standard, reliable, cheap route. A moisture analyser is worth it only when the same test runs many times a day and the fifteen-minute answer changes a decision on the line; otherwise it is a fast version of a test you can already do.

5. Microbiology

The largest single block in most factory labs, and the one to phase rather than buy at once. An autoclave for media and waste, an incubator (two, if you run both 35 °C and 30 °C sets), plate count and selective agars, stomacher bags, loops, a colony counter, and a bench for aseptic work.

One distinction worth getting right before quoting: a Class II biosafety cabinet protects the operator from the sample; a laminar flow hood protects the sample from the room. Routine food micro — plate counts, coliforms, yeast and mould — needs the second. Buying the first "to be safe" costs meaningfully more, and it brings a certification obligation with it, since a biosafety cabinet needs airflow certification to be worth anything. Buy the cabinet the work requires and put the difference into media and an extra incubator.

6. Water

Two different water problems get confused. The first is process water — boiler feed, CIP rinse, ice, product water — where pH, conductivity or TDS, and chlorine test kits cover the daily checks, and anything microbiological goes to the contract lab. The second is the lab's own water: reagent preparation and final rinsing need deionised or RO water, and a lab that mixes reagents with tap water will spend months chasing analytical results that were never going to reconcile.

7. The unglamorous half

Volumetric glassware, pipettes and tips, wash bottles, sample containers, a fridge that is for samples only, and enough labelling to survive an audit trail. This is where the first month's reorders come from and it is invariably underweighted in the opening budget.

What the budget misses

  1. Consumables are the recurring cost, and they are what stops a lab. Instruments last years; agar, tips, filters, electrodes, buffers and standards run out. A useful rule when planning the first year: the consumable spend is not a rounding error against the equipment spend, and for a micro-heavy lab it can approach it.
  2. Calibration is a subscription, not a purchase. Balances, thermometers and pH meters need external calibration with traceable certificates, typically annually. Budget it from year one, because the first audit will ask for the certificates and not for the receipts.
  3. Services and bench space decide what can be installed at all. Three-phase versus single-phase supply, a drain near the sink bench, extraction where solvents are opened, and a bench deep enough for an autoclave to have clearance. These are cheap to design in and expensive to retrofit.
  4. Spare-part lead time for imported instruments is measured in weeks. For anything the line cannot run without, ask what is stocked in Thailand before ordering, not after a failure.

Calibration and accreditation are not the same thing

These two get conflated constantly, and the confusion is expensive.

Calibration traceability is what you need: certificates showing your balance, thermometers and pH standards trace back to national standards. The TISI list of accredited laboratories (opens in a new tab) is the practical place to find a calibration provider for a given instrument and range.

Accreditation to ISO/IEC 17025 is a different thing, and an internal factory QC lab almost certainly does not need it. Accreditation exists so that a laboratory can issue results that third parties rely on. In Thailand, testing laboratories are accredited by the Bureau of Laboratory Accreditation at the Department of Science Service (opens in a new tab) (กรมวิทยาศาสตร์บริการ), which also accredits proficiency-testing providers and reference-material producers; clinical and medical laboratories go to the Bureau of Laboratory Quality Standards (opens in a new tab) at the Department of Medical Sciences instead.

So when a consultant tells a factory QC lab it must be 17025-accredited, the question to ask is who the results are being issued to. If the answer is "our own production department", accreditation is a substantial cost with no recipient. If you are selling test results, or your customer contract demands accredited data, it is not optional. Those are genuinely different situations and they get quoted as if they were one.

A sensible order to buy in

Three phases beat one purchase order, because the second list is always better informed than the first.

  • Day one: balance and its table, probe thermometers, pH meter with a spare electrode, volumetric glassware, pipettes and tips, sample containers, a sample fridge.
  • Once the process settles and you know the real sample counts: the micro block — autoclave, incubator, cabinet, media and the disposables around them.
  • Only when frequency justifies it: moisture analyser, dedicated instruments, anything with a method behind it.

The test for anything on the list: can somebody state how many samples a week it will see? If not, it belongs at the contract lab until it can be answered.
